Signed by Pacific Islands Forum leaders on Biketawa atoll in 2000, this declaration laid down mandate for regional action and was the basis (in regional terms at least) for the RAMSI intervention.

International Treaty setting the scope of RAMSI (2003)
A international agreement signed in Townsville on 24 July 2003, on the eve of arrival of the first Australian troops:
The Assisting Countries may deploy a Visiting Contingent of police forces, armed forces and other personnel to Solomon Islands to assist in the provision of security and safety to persons and property; maintain supplies and services essential to the life of the Solomon Islands community; prevent and suppress violence, intimidation and crime; support and develop Solomon Islands institutions; and generally to assist in the maintenance of law and order in Solomon Islands .Facilitation of International Assistance Act (2003)
The SI legislation establishing the legality of RAMSI within Solomon Islands. Passed only three days before arrival of troops at Honiara's Henderson Airport. It makes provision for a "international assistance notice" and defines the "visiting contingent".
